In a business career spanning over 33 years, Don Sterhan has been actively involved in the planning, development and financing of numerous business projects. As owner/operator of a private consulting firm during much of this time, Don’s past experience and business interests include financial services, natural resource development projects, resort and commercial real estate development, and strategic planning. In August of 2003, Don accepted the position of President & CEO of Mountain Plains Equity Group, Inc., a private equity company headquartered in Billings, Montana. Don subsequently purchased MPEG in 2010 and the company continues to operate under its original mission. Known as a “syndicator” in the industry, MPEG organizes and manages equity capital investment funds dedicated to the development of low-income tax credit housing projects. With institutional and corporate investors serving as the source of capital for such funds, MPEG has worked with investors and developers alike to place over $125 million in capital investment throughout a five-state market area.
Don is originally from Glendive, Montana, although he was raised primarily in the Flathead Valley of western Montana. Don attended Columbia Falls High School and graduated from Arizona State University with a Bachelor of Science degree in business administration.

Seana Rau joined Mountain Plains Equity Group, Inc. as Director of Asset Management in March of 2008. Seana is responsible for all internal accounting functions, fund accounting and financial reporting with MPEG’s investors, including the processing of equity installments. Seana monitors the existing portfolio and ongoing property management functions, working closely with general partners to track related party transactions, general ledger analysis and reconciliations.
Seana is a Certified Public Accountant with considerable experience in both public and private/corporate accounting. In addition to her career responsibilities, Seana is actively involved with various professional and civic organizations. Seana is originally from Sidney, Montana. She holds a Bachelor of Science degree in Accounting and Information Systems from Montana State University Billings.
Fred Sterhan joined Mountain Plains Equity Group, Inc. in July of 2012. Among his responsibilities as Director of Business Development, Fred oversees the early stages of project planning and design, permitting activities, communication and coordination efforts with local and state municipalities, construction monitoring, materials procurement, contract negotiations and preparation of project marketing materials.
Prior to his arrival at MPEG, Fred acquired an extensive background in hotel/resort operations, systems management, design, real estate development, and project management. For the past 22 years, Fred has served as President of Bay Club, Inc., a resort management and development company, and Managing Director of the Marina Cay Resort in Bigfork, Montana. Fred is originally from Glendive, Montana, and attended Eastern Montana College and the University of Montana.th emphasis on Hotel/Motel management.
Craig Frohlich joined Mountain Plains Equity Group, Inc. in February of 2015. As Director of Construction Management, Craig is responsible for architectural, engineering and environment due diligence, including evaluation of budgets for all development projects. In addition, Craig oversees construction of LIHTC projects, and market rate developments sponsored by MPEG. He works closely with the MPEG team, developers, architects, engineers and contractors while managing costs and mitigating risks.
With more than 22 years in the architecture and construction industry, he successfully operated his own architectural firm for nearly 12 years. In addition to design and construction administration, Craig has extensive skills in cost estimation, specification writing, contract documents, bidding and negotiation assistance, and code analysis.
Craig is a registered architect in Montana, and has held past registrations in Washington, Wyoming, and the Commonwealth of Virginia. He received his Bachelor of Architecture from Montana State University in Bozeman.
Laura Bland joined Mountain Plains Equity Group, Inc. as Asset Manager in October of 2014. In assisting the Director of Asset Management, Laura works closely with MPEG team members and is in direct contact with on-site property managers. Laura’s responsibilities include supervising property performance, lease-up strategies, site visits, due diligence, problem resolution, financial review and compliance monitoring.
Laura comes to MPEG with more than 12 years of experience in the property management industry. She has managed multifamily and senior housing properties with the added experience of interfacing with Homeowner and Condominium Associations.
Laura is originally from Pullman, Washington. She holds a Bachelor of Science in Business Management from University of Phoenix and a Master’s Degree in Management with an emphasis in Project Management from Colorado Technical University.
Shane Walk joined MPEG in May of 2016 as a Financial Analyst. Shane’s responsibilities include the underwriting and analysis of multifamily housing projects, preparation of financial reports and exhibits, forecasting of project funding requirements and adherence to MPEG investment guidelines. Shane provides fundamental and technical analysis of market trends, development costs, as well as current and projected operating costs of projects.
Shane began his affiliation with MPEG as an intern while completing his final semester of college. Upon graduation and completion of the internship program, Shane accepted a full-time position with MPEG. Shane is from Billings, Montana. He graduated from Rocky Mountain College and has a Bachelor of Science Degree in Business Administration with an emphasis in Managerial Accounting, Management and Small Business Operations.
