Rocky Mountain Development Council (RMDC) and GL Development, LLC were awarded $7,790,000 in federal tax credits for a new multifamily housing complex now in construction on Helena's westside. Red Alder Residences is located at the corner of Henderson and Brady streets. As the syndicator, Mountain Plains Equity Group (MPEG) worked closely with Valley Bank of Helena, a division of Glacier Bank, as the lender and tax credit equity partner. Our compliments to the principals of the development team, including Gene Leuwer of GL Development, for the financing structure used to make this project a reality. Several layers of capital were sourced to complete the capital stack, including funds procured from HOME funds, the Housing Trust Fund and the LIHTC program. In arranging the all-important equity capital, the partners used a combination of 9% and 4% tax credits allocated from the Montana Board of Housing. Liz Mogstad, the Affordable Housing Director for RMDC, said the combination of the 9% and 4% federal housing credits accounted for 45% of Red Alder's total funding. Lori Ladas, Executive Director of RMDC, acknowledged the complexity of the financing package and said the credits were "critical to make the project work." RMDC is anticipating construction completion by the fall of 2020. Once complete, Red Alder Residences will offer a total of 85 apartments that are housed in 26 separate buildings, creating a landscaped community environment that is very attractive. 42 one-bedroom apartments will rent for $336-$695 per month (depending on income), while 31 two-bedroom and 12 three-bedroom units will rent for $408-$989 per month. Amenities will include a playground, community room, gardens, and a Capital City Transit stop. Red Alder is geared toward people making enough money to be excluded from government assistance, but still struggling to make ends meet. "There are a lot of people in Helena working entry level government jobs," Mogstad said. "This project is unique because it will be geared to those higher incomes."

Powell Court Apartments is in the final stage of construction, so we’re already planning the Grand Opening celebration for some time in the near future. Sponsored by Wyoming Housing Network, Inc. (WHN) and Mountain Plains Equity Group, Inc. (MPEG) in a collaborative effort, this new 12-unit multifamily housing development is dedicated to individuals and families earning less than 60% of the Area Median Income of Park County. Recognizing the serious need in Powell, Wyoming for additional affordable rental housing, WHN and MPEG are proud to offer these high-quality, affordable apartments, including 1- , 2- and 3-bedroom options. In working closely with the Wyoming Community Development Authority (WCDA), the new complex is financed in large part by the Low Income Housing Tax Credit program and the HOME Investment Partnerships Program. Construction loan financing was provided by local lender First Bank, a division of Glacier Bank, to round out the required financing package.
The various amenities provided at the Powell Court Apartments will create a more convenient and comfortable living environment for prospective residents, not to mention the benefit to operating costs and building maintenance. Special thanks to HGFA Architects for their good work in the planning and design of this property; by utilizing quality building materials, energy efficient appliances and the incorporation of a proven design, the ongoing operating and maintenance expenses will be reduced, helping to ensure the long-term success of the project. As general contractor, Sletten Construction led an efficient and effective build-out from the start. BlueLine Property Management will assume responsibility for day-to-day management of the property, and they are accepting leasing applications now.
3940 Rimrock Road, Billings, Montana
In November of 2018, St. Johns United was awarded $8,022,000 in low-income housing tax credits (LIHTC) from the Montana Board of Housing to construct a new affordable housing project on its Billings campus, located at 3940 Rimrock Road. Known as Chapel Court Apartments, this new community will create 56 new affordable apartments to help broaden the scope of services provided to senior residents at St. John’s. In addition to the LIHTC allocation, critical funding was also provided through the Housing Trust Fund (HTF) administered by the Montana Department of Commerce. First Interstate Bank has assumed a very active role in the development of this project, serving as both the tax credit equity partner, as well as the construction loan lender.
Although the design is a bit more complex than most, construction of the project is well underway. The finished building will actually be the result of limited building demolition, rehab of 8 units, all coupled with the new construction of 48 apartments in a 4-story tower. Relocation of current residents on the campus was completed in early 2019 and construction activities began in September of 2019. This new community is designed by A&E Architects and Yellowstone Basin Construction is the general contractor. Expected completion date of the project is September of 2020.
2724 Hawken Street in Bismarck, North Dakota
Ground was broken July 23, 2019 on the new Century Cottages apartment complex. The event officially marks the start of construction on the new facility which will feature 35 one- and two-bedroom apartments for seniors and those who need assistance to live independently.
Lewis & Clark Development Group and Mountain Plains Equity Group of Billings, Montana are spearheading the $8.5 million project. “Century Cottages will help to meet the Bismarck-Mandan area’s ongoing need for affordable senior housing,” says LCD Group Executive Director Brent Ekstrom, who notes the need will only increase in the coming years as more senior citizens relocate from rural areas and as Baby Boomers age and downsize. Don Sterhan, President of Mountain Plains Equity Group, says Century Cottages is designed to provide a unique setting for residents. "It will be more of a community with an amenities package that promotes interaction and social activities amongst the residents. Our objective is to provide a quality place to live at a price residents can afford.” The facility is expected to open by the middle of 2020.

La Sonora at Dove Mountain is a New 142-unit Senior Living community located on a 5.88-acre parcel. This senior community is comprised of over 150,000 sq. ft. of building space, arranged in a multiple 2- and 3-story building format, all connected by a large common area center core, on a single-site campus. La Sonora will consist of 44 Independent Living units, 74 Assisted Living units and 24 Memory Care units attached to over 50,000 sq. ft. of common areas and amenities. The spacious units will offer numerous “extras” including fully equipped kitchens, step-in showers with safety features, washer and dryer, and a patio or balcony. The project is state-of-the-art with Wi-Fi throughout and offers a variety of amenities and services. Additionally, the project will feature a comprehensive landscaping plan that will include several locally inspired landscape features, walking paths, gardens and a center courtyard area available to all residents of the community.
Building #1, the Common Area, the interior painting is commencing. On the exterior, wall finishes are now being installed.

Gateway Vista is a new, supportive community and was constructed on the existing campus of YWCA Billings. This 24-unit facility provides safe, affordable housing for families in Yellowstone County. The residents share a main level indoor common area, an outdoor community barbeque, and children's playground. First Interstate Bank is the investor, the Construction Manager was Dick Anderson Construction, and HGFA is the architect. This project was completed July 2018.

Courtyard Apartments, is a 32-unit affordable housing complex that underwent a $4.8 million update to the property. The newly rehabilitated property held its grand opening on May 1, 2019. Montana Lt. Governor Mike Cooney and state Commerce Director Tara Rice were in Kalispell for the ceremony, along with other local dignitaries. Beginning as a 1994 partnership between the City of Kalispell and nonprofit Community Action Partnership, Courtyard Apartments provides rental housing for households earning 60% or less of area median income. In addition, eight of the units provide increased affordability for people with long-term disabilities through Montana Housing’s 811 rental assistance program. Courtyard’s rents will remain affordable for at least another 46 years as a result of the renovation. Upgrades include installation of new flooring, Energy Star appliances, cabinets, windows, new roofing, new siding and other improvements to improve accessibility. A heat recovery ventilator was also installed for indoor air quality.

Completed in February 2018, Oakshire Commons is part of an assisted living facility with 99 units. This campus is a rehabilitation of an existing housing development known as Oakshire Gardens and Trinity Life Gardens. Oakshire Commons units are 325 square-foot studio units with private bathrooms. Each unit includes a small refrigerator, microwave, air conditioning, wall-to-wall carpeting, blinds, cable TV hookups, landline phone service capability. The facililty also includes common large living room areas, a dining room, a central commercial kitchen, theater, activities room, laundry and beauty salon.

Hosted by Affordable Housing Developers (AHDI), Mountain Plains Equity Group (MPEG), and North Dakota Housing Finance Association (NDHFA), the Dacotah Ridge Apartments in Dickinson, North Dakota had their Grand Opening on September 25, 2019. Located in the southern portion of Dickinson, North Dakota, Dacotah Ridge is designed to serve low- to moderate-income residents, including individuals with developmental or intellectual disabilities and/or the elderly. AHDI is the property owner, with MetroPlains Management as the property manager. The eight-plex building, originally built in 1988, completed rehabilitation in 2018. It contains one efficiency apartment, and seven one-bedroom apartments. The 16-Plex building is New Construction, built in 2019. The building contains 15 two-bedroom apartment units and a single one-bedroom apartment.Amenities include: Modern Bathroom Fixtures, Energy Efficient Appliances, Economical Heating/Cooling Units, Community Room, and an Onsite Laundry.

Completed in October of 2017 this 24 unit complex consists of 6 one-bedroom, 12 two-bedroom and 6 three-bedroom units in two twelve-plex apartment buildings. Building improvements were made both externally and internally. These improvements include, new flooring, appliances, cabinets, sinks, lighting & paint. Each home was also equipped with dishwashers, microwaves and air conditioning. Renovations included improving the children’s play area, landscaping, removal of cottonwood trees, repairing parking lot & sidewalk damages, raising of flower beds, increased outdoor storage, repair of siding and added patios and a new BBQ in the community area.

Five years in the making, Northstar Apartments are finally finished and the ribbon cutting cermony was held November 29, 2017. Northstar provides 28 new family apartment homes, each with a fully equipped kitchen and laundry hookups. Surrounding this family complex is a covered drop-off area, off-street parking, a children’s play area, walking trail and a common plaza area.

Completed December 2016, this 36-unit low-income housing tax credit project is located at 3860 12th Avenue West. This Complex consists of 24 two-bedroom and 12 three-bedroom units. Northern Place satisfies the strongest need for affordable housing in the area. Families and individuals in the community with very low-to low-income levels are now able to afford these 2 & 3 bedroom units with garages and a playground onsite.
As designed, this development features 10 units total, configured in two 5-Plex buildings. Of this total, five are deigned as 2-bedroom units, and five as 3-bedroom units. Each unit is two stories and has its own large 2-car garage with garage door opener. Unit features include central air, washer/dryer hook-ups, Energy Star appliances, microwave, and cable/internet connectivity. All 10 units provide two full baths upstairs and a half-bath on the first floor. The 2-bedroom units feature two master suites on the second level with attached bathrooms and walk-in closets. The 3-bedroom design also features two bathrooms on the second floor, as well as a third bedroom. Antelope Court is finally finished and the ribbon cutting cermony was held May 11, 2018. Antelope Court is a 30-unit, housing tax credit apartment community that will help satisfy a very important housing need for families and individuals in Havre, MT. The one- and two-bedroom apartment homes are located near schools, parks, and right next door to the hospital. The project had Co-General partners GL Development and District IV HRDC I, LLC. Glacier Bank was both the lender and tax credit investor. Additional essential financing, $750,000 in HOME funds, was provided by the Montana Department of Commerce.

Completed October 2015. Sierra Court is a 3 story complex with 40 rental units consisting of 18 one-bedroom units, 22 two-bedroom units and 20 single-car garage units available. The facility provides a relaxed and interactive social enviroment for seniors. Sierra Court consists of an inviting reception area with fire place along with a community room, kitchen, game room, fitness room, library and media lounge.

Cascade Ridge Senior Living is a 56-unit senior affordable housing development located in Cascade County. The original 40-units were completed in September of 2012 with the additional 16-units celebrating their grand opening in July 2016. With a total development cost of $8.46 million, the facility is conveniently located on the campus of Benefis Health System. The property is comprised of 28 one-bedroom units and 28 two-bedroom units housed in a single two-story building with elevator access. Each unit includes a microwave, washer/dryer, central air, Energy Star appliances, patio/balcony, and exterior storage closet. In addition, a detached single-car garage will be provided with each unit. The facility also includes a community room with a fireplace and kitchen area, a library/computer room, an exercise room, and an on-site office for the project manager.

Completed and celebrated their Grand Opening in May 2016, Sunset Village replaced 28 public housing units that are over 60 years old and in serious disrepair. Designed mainly as a rehabilitation opportunity, the development added 8 more new units to the site, for a total of 36 units. Sunset Village offers 1-, 2-, 3-, and 4-bedroom units, as well as a community room, playground and community garden. The apartments are available for rent to individuals and families of low- to moderate- income levels.

Cedar Creek Apartments is a 52-Unit rehabilitation of the exhisting housing development known as Jackson Apartments in Jackson, Wyoming. The apartments consist of 22 one-bedroom units and 30 two-bedroom units. The effort included extensive interior restorations, as well as replacing the exterior siding/trim of the buildings and windows, installing new metal roofs, new sidwalks, handrails and landscaping. The project was fully completed the summer of 2015.

ParkRidge Townhomes features 36 townhomes dedicated to serving the needs of essential service workers (ESW) and their families. The townhomes are configured as 31 two-bedroom units, and 5 are three-bedroom units. Of the 31 two-bedroom townhomes, 18 are designated as Housing Incentive Fund (HIF) assisted units. Each unit has its own large 2-car garage with garage door opener. The fully handicap accessible two-story building consists of 24 units - 19 one-bedroom and 5 three-bedroom that will allow residents the ability to enjoy an independent lifestyle. The open space design resulted in rooms that are larger and floor plan layouts that are fluid so that residents that rely on walkers or wheelchairs are able to operate efficiently in their homes with Pride’s staff able to assist them in a convenient and effective manner. Frontier Office Plaza is a proposed professional office building development within the city of Sidney, located in Richland County, Montana. The 2.18-acre project site is conveniently located on Fourth Street NW, adjacent to the Richland County Justice Center, just one street north of Holly Street (State Hwy 16). Holly Street is the primary east/west road through the city of Sidney. As a part of the subdivision known as The Homestead, Frontier Office Plaza will consist of ten office suites, ranging in size from 1,381 sq. ft. to 2,092 sq. ft., contained in one single to double level 22,400 sq. ft. building.
